PROBLEM TO BE SOLVED: To solve the problem that image quality can be deteriorated depending on a scale factor for reading an original. SOLUTION: A first speed control unit 122 controls a moving section 110 so that priority is given to shortening a time required for reading processing. A second speed control unit 124 controls the moving section 110 so that priority is given to required image quality even if the time required for reading processing becomes long. A scanning condition storing section 128 maintains a threshold calculated corresponding to the memory size of a storage section 130. If a scale factor designated by a user is smaller than the threshold maintained in the section 128, a switching instructing section 126 instructs the section 124 to control the moving section 110. Also, if the scale factor designated by the user is larger than the threshold, the section 126 instructs the section 122 to control the moving section 110.
