PROBLEM TO BE SOLVED: To provide a communication management device for performing communication management to predict a charge by a service user side to a charging rate set by a service provider in a real time communication system.

SOLUTION: A service provider 8 sets a charging rate through communication terminal equipment 9 in a communication management device 4. A service user 12 sets a service use time for the charging rate of a service. When peer-to-peer communication session to the service provider 8 is established by the service user 12, a service provider 3 manages the communication time by the communication management device 4, and automatically disconnects the communication after the lapse of a time set by the service user. Also, a residual time until the communication is disconnected is automatically notified to the service user. Furthermore, the use time set by the service user 12 before communication can be extended during communication.
