PROBLEM TO BE SOLVED: To securely and efficiently remove a volatile organic compound which is a contaminated substance to be mixed into cohesive soil. SOLUTION: In a method for purifying contaminated cohesive soil, primary, pearlite is added to the cohesive soil contaminated with the volatile organic compound as a desiccant to provide primary treatment targeted soil (step 101). Then, the primary treatment targeted soil is agitated and mixed to act agitation force on the primary treatment targeted soil to provide secondary treatment targeted soil (step 102). Next, agitated and mixed secondary treatment targeted soil is laid on a treating bed 2, then aeration treatment is carried out to the secondary treatment targeted soil, thereby removing the volatile organic compound included in the secondary treatment targeted soil by air entrainment (step 103).
