PROBLEM TO BE SOLVED: To solve such a problem that unnecessary ions remaining in ionized alkaline water and acid water can not be removed and leakage occurring through a diaphragm when a bias in production ratio exceeding 6:4 is given cannot be suppressed. SOLUTION: An ion exchange membrane is used to prevent the leakage through the diaphragm. An anion membrane is combined with a cation membrane to be used to remove unnecessary ions, thereby collecting negative ions on the anion membrane from alkaline water to acid water and collecting positive ions on the cation membrane from acid water to alkaline water.
