PROBLEM TO BE SOLVED: To provide an energy producing device that generates power by taking in energy of all waves, from small waves to great waves, and converting wave energy to air (wind) energy. SOLUTION: The device is required to convert wave energy to air energy by utilizing buoyancy and gravity, store the air energy, and discharge the air to generate power. A pulley is rotated using the buoyancy of a floating body and the pulley rotation is converted to up-and-down movement by means of a crankshaft or the like. A weight attached on the crankshaft or the like pushes out a piston in an air pump or a hydraulic cylinder for discharging compressed air. After this high pressure air is temporarily stored in a high pressure air storage tank or the like, it is appropriately discharged to rotate a wind power generator turbine for power generation.
