PROBLEM TO BE SOLVED: To provide a holder for making a seal label which can be used in homes and offices or the like, by which the seal label having a shape desired by a user can be beautifully and easily made from a seal sheet having the printing of an arbitrary pattern desired by the user and the seal label can be inexpensively, joyfully, and safely made, and a method for making the seal label. SOLUTION: The holder is used for making the seal label by cutting out the seal sheet, which is composed of a base material formed of a surface having the printing of an arbitrary pattern and the rear face with an adhesive layer, and release paper, which is pasted on the adhesive layer of the base material in a peelable state, into a prescribed shape. The holder is composed of a cutting-out tool, which has a blade part for cutting out the seal sheet into a prescribed shape, and a pressing device which has a pressing means for bringing the tip of the blade part into contact with the seal sheet by pressing the cutting-out tool. The cutting-out tool is composed of the blade part formed into a prescribed shape and a holding body for holding the blade part.
