PROBLEM TO BE SOLVED: To efficiently rewrite data in a recording block by effectively utilizing a memory for temporarily storing data to be recorded or reproduced to an information recording medium capable of recording data. SOLUTION: A controller 10 performs control for allowing a cash memory 8 for temporarily storing the data when the data are recorded or reproduced to or from an optical disk 11 capable of recording the data to store the data by dividing into a plurality of memory regions, namely a memory region for recording data storage and a memory region for fraction data storage, according to the form of data recording to the optical disk 11.
