PROBLEM TO BE SOLVED: To provide a toner image carrier capable of attaining both of a high cleaning performance and the suppression of entanglement of a cleaning blade. SOLUTION: Regarding the toner image carrier which is rotationally driven so as to carry the toner image, a plurality of grooves are formed on the outer peripheral surface of the toner image carrier along the rotating direction of the toner image carrier, and the plurality of grooves are arranged in a direction orthogonal to the rotating direction, then, the outer peripheral surface of the toner image carrier in the direction orthogonal to the rotating direction is formed to a periodically rugged shape.
