PROBLEM TO BE SOLVED: To provide a heating panel for not only heating around a foot rest part with hot air by using heat from a heater as a heat source of hot air but also appropriately heating the foot rest part with the heat from the heater even in stoppage of wind from a fan. SOLUTION: In the heating panel, the fan 26 and a first heater 24 are built in and radiant heat of the first heater 24 heats a bottom of a foot and around the foot.
