PROBLEM TO BE SOLVED: To provide an inverted-siphon pipe culvert device capable of surely conveying a substance resulting to the scum or the scum itself flowing down to the inside of a shaft in the case of fine weather without being kept in the shaft for a long period of time even if the flow of soil water is under variation from a designed value. SOLUTION: A cut-off posture is maintained until a valve body 2 capable of being altered between the cut-off posture closing a water-way 8 and an opening posture opening the water-way 8 and the water level of the water-way 8 rise to the predetermined water level and, at the same time, a sluice mechanism D equipped with a posture switching mechanism allowing a posture alterative motion to the opening posture by interlocking with the water level when both of them reach the predetermined water level is provided to an upstream side water way of the inverted-siphon pipe culvert device C formed by connecting with an inverted-siphon pipe 300 between an upstream side shaft 100 and a downstream side shaft 200 to intermittently discharge sewage tentatively stored in the sluice mechanism D in a state to store sewage in both upstream side shaft 100 and downstream side shaft 200.
