PROBLEM TO BE SOLVED: To provide a paper holder which is used easily when a user would like to use the paper holder by one hand because of an injury or the condition of the body. SOLUTION: Protruding parts are provided on a paper retaining plate and a paper cutting blade of the paper holder to enable the user to cut paper with one hand, and hooks for catching the protruding parts are provided so that the paper retaining plate and the paper cutting blade are stopped at the positions where the paper retaining plate and the paper cutting blade are pressed down. The paper locking plate engages a groove for locking the paper when the paper retaining plate and the paper cutting blade are pressed down because of a paper locking plate provided on the paper retaining plate and the paper cutting blade and the groove for locking paper provided on a paper placement plate, and the movements of the paper are easily stopped. A non-slip groove/rubber is provided at a position where the paper makes contact to prevent the paper from slipping when the paper is placed on the paper holder to overlap the paper which is pulled out.
