PROBLEM TO BE SOLVED: To provide a cooling system for the internal combustion engine of an automobile. SOLUTION: In this cooling system, the output of a fan is determined by an output control device by using the characteristic curves of a fan motor, operating parameters of the cooling system, and reference input variables pre-determined in the form of temperature levels. In this specification, different characteristic curves for starting the fan motor are allocated to different set temperature levels. Accordingly, when the reference input variables for the control device are changed, the characteristic curves for starting the fan motor are also changed. When the reference input variables for the fan control device are changed, to prevent noise from occurring from the fan motor, the operation of the fan motor is kept constant during the minimum wait time allowed to set. During the minimum wait time, the operating parameters of the cooling system can be adjusted to new reference input variables by switching a cooling circuit, and the noise of the fan motor is not felt uneasy.
