PROBLEM TO BE SOLVED: To provide a magnetic recording medium having high surface recording density and capable of reducing power consumption for recording, and to provide a magnetic recording device provided with the magnetic recording medium. SOLUTION: An upper side soft magnetic layer 24 is uniformly formed along a flat surface including an upper surface of a recording layer 22 on projecting parts and recessed parts of a projecting and recessed pattern of the recording layer 22.
