PROBLEM TO BE SOLVED: To provide a data communication system for performing data link activation to change a dormant state to an active state by data reception from the server of a communication opposite party. SOLUTION: The data communication system for performing data communication with a mobile equipment terminal is provided with a data link control means for controlling the state of data link with the mobile equipment terminal on the basis of the data link state with the mobile equipment terminal in a radio section.
