PROBLEM TO BE SOLVED: To provide a wash basin counter and a wash basin cabinet for which an actual using configuration of wheelchair users is taken into consideration, and of which the usability is good for both of healthy people and wheelchair users. SOLUTION: This wash basin counter 1 is equipped with a face washing bowl 20 for washing hands and the face, and a counter top 10 which holds the face washing bowl 20 at a specified height. In the wash basin counter 1, the face washing bowl 20 is equipped with a front edge section 22 which protrudes to a face washing bowl user side from the front edge 12 of the counter top 10. The upper end of the front edge section 22 has a protruding flange 23 which approximately horizontally protrudes to the face washing bowl user side so that the face washing bowl user can mount either one of the elbow or the forearm.
