<P>PROBLEM TO BE SOLVED: To provide an organic electroluminescent display panel which is free of generation degradation of an organic electroluminescent element. <P>SOLUTION: An organic electroluminescent display panel includes an organic electroluminescent element and a resin substrate for supporting the organic electroluminescence element. A gas barrier layer, including two or more inorganic barrier layers and one or more high molecular compound layers provided individually between the inorganic barrier layers, are formed between the resin substrate and the organic electroluminescent element. Plasma treatment is applied to the exposure part which is not covered with the inorganic barrier layer of a polymeric compound layer.
