PROBLEM TO BE SOLVED: To actualize smooth start into evacuation travel and the evacuation travel applicable in travelling conditions with high load in a vehicular internal combustion engine, which has a means for setting a target throttle opening corresponding to the footing amount of a acceleration pedal and a means for controlling the opening of a throttle valve to correspond to the target throttle opening. SOLUTION: This control device comprises a means 33 for determining such a failure of a throttle system that the throttle valve 12 is not normally controllable, means 34, 35 for setting the throttle valve 12 at a preset limp home opening allowing evacuation travel thereof when determining the failure of the throttle system, a means 34 for cancelling the setting of the limp home opening to set the throttle valve 12 at a fully closed position during stop, means 34, 36 for controlling the opening of an ISC valve 14 to be larger than in idling operation during a time when an engine speed is lower than a specified value in starting operation for transition from the stop into the evacuation travel, and means 34, 36 for controlling the opening of the ISC valve 14 to cover the shortage of torque when the engine speed is lower than the specified value during the evacuation travel.
