PROBLEM TO BE SOLVED: To properly set a route under the consideration of congestion by properly complementing congestion information based on the other information even in the case of a traveling guide link to which a link traveling time is not provided. SOLUTION: This system is provided with a speed pattern preparing part which prepares a speed pattern based on the statistical congestion information of a traveling guide link to which a congestion level and a link traveling time are provided, a complement processing part which calculates a link traveling time corresponding to the congestion level of the traveling guide link to which not a link traveling time but a congestion level is provided based on the speed pattern prepared by the speed pattern preparing part and a traveling time database 17 which stores the link traveling time calculated by the complement processing part.
