PROBLEM TO BE SOLVED: To simplify an arbitration circuit or the like and reduce the scale of the circuit. SOLUTION: A sequencer 107 outputs to the arbitration circuit 108 order information S2 that shows the order (access permission order) of permitting access units 102-106 to access a received data buffer 101. The arbitration circuit 108 issues an access permission S3 to the access units 102-106 in sequence according to the order information S2.
