PROBLEM TO BE SOLVED: To provide a position detecting system for preventing packet loss of a terminal subordinate to a base station around a terminal to be a target of position detection, when position detection is performed to obtain the position of a terminal on the basis of the difference in signal arrival time between a plurality of base stations around a terminal and the terminal in a radio communication system. SOLUTION: In addition to a means for calculating the position of a terminal on the basis of the difference in signal arrival time, the system is provided with: a means for notifying terminals subordinate to base stations around a target terminal of the time (communication prohibition time), during which communication between the plurality of base stations around the position detection target terminal and the plurality of terminals subordinate to the plurality of base stations is prohibited during measuring the signal arrival time difference; and a means for suppressing packet transmission of terminals subordinate to the base stations around the position detection target terminal.
