PROBLEM TO BE SOLVED: To solve such a problem that a work shifting a plane water passage member is difficult and a clearance is easy to open between a cut off plate and the bottom face or side face and has no cutoff effect. SOLUTION: In the position of an opening 4 opened at the upper face, a recess 30 for cut off plate guide in which the cutoff plate 2 is insertable/separable in/from both side wall 3 is formed. A waterstop storage member 31 is provided at a side wall. The first fixing part 10 fixable to a protrusion 32 protruded from both side wall faces toward the upstream side from the downstream side is provided at the downstream side end from the downstream side to the upstream side. At the upstream side with a space from the first fixing part 10, a plurality of the second fixing parts 11 slided from the upstream side at the protruded part 32 protruding both side wall faces 3, 3 are provided to install a snow discharging ditch having a plane water passage member 1.
