PROBLEM TO BE SOLVED: To provide an oxygen enricher wherein an apparatus which generates negative ions without generating ozone in principle is incorporated. SOLUTION: The oxygen enricher is equipped with an electrically grounded 4 photoelectron-generating material 1, a light source 3, an oxygen enrichment membrane module 5, a vacuum pump 6 and a control circuit 7. Photoelectrons generated by the photoelectron-generating material 1 through ultraviolet irradiation from the light source 3 collide with high-concentration oxygen generated by the oxygen enrichment membrane module 5 and becomes negative ions, so negative ion particles and high-concentration oxygen can be supplied without generating any ozone. After releasing the photoelectrons, the photoelectron-generating material 1 forms holes at points of release, but the holes are supplemented with electrons as soon as the material 1 is electrically grounded 4.
