PROBLEM TO BE SOLVED: To shorten the warming time of a steam regulating valve and prevent an excessive amount of steam from inflowing at the time of changing an inner wall temperature control operation. SOLUTION: Since it is detected that a warming valve 8 reaches an opening 9, and the steam regulating valve 5 is ventilated from the opening 9, a rapid opening operation is changed into the inner wall temperature control operation. A preheating operation to repeat opening and closing predetermined times is carried out between an opening h, in which steam does not nearly flow into the warming valve 8, and an opening j, in which steam nearly flows so that steam quantity ventilated into the steam regulation valve 5 is regulated to generate a predetermined quantity of the inner and outer wall temperature difference of the steam regulation valve 5 and an inner wall temperature changing ratio of the steam regulating valve 5.
