PROBLEM TO BE SOLVED: To provide a spinning damper which prevents a noise caused by a mixed air into a housing even if a rotor rotates in both directions by not compressing it excessively when assembling . SOLUTION: The spinning damper D is constituted of housings (11, 15); a silicone oil 21 accommodated in those housings (11, 15); a rotor 31 which is accommodated in those housings, and has a resistor 36 which is equipped with an axis 32 protruding from them and transmits with the silicone oil 21 in those housing (11, 15); and an O ring 61 to prevent leakage of the silicone oil 21 from a gap between the axis 32 and the housing (51). In the damper D, plural number of arcuate through-holes 37 are made on a concentric circles at the resistor 36, and a concave groove 38 is provided for connecting those arcuate through-holes 37.
