A rubber composition for power transmission belts in a sea-island structure contains an ethylene-alpha-olefin elastomer containing ethylene of 60 mass % or less in a sea phase, a hydrogenated acrylonitrile-butadiene rubber of which bonded acrylonitrile amount is 30 mass % or less in an island phase and an organic peroxide. The metal salt of unsaturated carboxylic acid is dispersed in each of the ethylene-alpha-olefin elastomer in the sea phase and the hydrogenated acrylonitrile-butadiene rubber in the island phase
