PROBLEM TO BE SOLVED: To provide a device attachable to an air element fin, for reducing exhaust gas and improving fuel economy, and its manufacturing method. SOLUTION: In this method for manufacturing the device for reducing exhaust gas and improving fuel consumption, an ore fine powder mixed solvent is prepared by mixing ore fine powder including radium and thorium with a solvent, and applied onto one surface of a metal foil, an adhesive layer is formed on the other surface, and a sheet is formed by arranging a released paper on the adhesive layer. After removing the released paper, the sheet is affixed to both the surfaces of a base formed of different metal from the metal foil so as to form a unit.
