PROBLEM TO BE SOLVED: To provide a fiber structure forming a vegetation ground hardly giving a large load on a building and facilitating the construction of the vegetation ground to grow plants at a proper site such as a rooftop of the building. SOLUTION: The fiber structure is obtained by filling a cylindrical cloth 2 constituted of a knitted fabric, a woven fabric or a nonwoven fabric with a culture soil 1, and a seedling of the plant 4 is planted by winding the fiber structure in a spiral shape or forming the structure into a zigzag shape, and opening a hole 3 in the structure.
