PROBLEM TO BE SOLVED: To provide a binding tool capable of releasing a locked state by a simple operation to obtain a stable good operation feeling and to provide a file to which the binding tool is applied to. SOLUTION: An operation part 4 is in a cantilever type supported by an operation main body 41 provided pivotally to a base 2 and can pivot centering a shaft core m2 parallel to a shaft core m1 of the operation main body, a locked state is released and a lock released part 42 capable of being non locked state. A locking mechanism 6 is composed by a second engaged with the first engaging part in a locked state provided in the base. A lock releasing part pivots based on an operation force given only in a direction for only pushing into the locking release part. By displacing a relative position to the second engaging part of the first engaging part without being displaced from a rotary surface following that, engagement of the first engaging part and the second engaging part is released to be constituted to become a non-locked state.
