PROBLEM TO BE SOLVED: To provide a fixing device used for an image forming apparatus which shortens warmup time regardless of the temperature at which temperature rise starts and prevents overshoot in a paper passage area. SOLUTION: In a CPU 16, a first fixing start temperature and a second fixing start temperature higher than the first fixing start temperature are set. When the heating of a fixing roller 11a is controlled by a heating element 12 in order to form images, a CPU 16 compares whether the temperature detected by a temperature detection element 15 at the start of a temperature rise is a predetermined threshold temperature. If the detected temperature is equal to the threshold temperature or below, the heating of the fixing roller is controlled so that the detected temperature reaches the first fixing start temperature. If the detected temperature exceeds the threshold temperature, the heating of the fixing roller is controlled so that the detected temperature reaches the second fixing start temperature.
