PROBLEM TO BE SOLVED: To efficiently convert a program by dispensing with frequent repetition of execution of program conversion processing. SOLUTION: Neck data being an obstacle when a conversion origin program is converted into a post-conversion new program are extracted from the conversion origin program, and conversion necessity data necessary for converting the extracted neck data into the new program are obtained based on the operation of an input device 2 by a user, and the conversion origin program is converted into the new program by using the extracted neck data and the obtained conversion necessity data. Thus, when the conversion origin program is converted into the new program, data necessary for conversion can be prevented from running short as much as possible, and the existing program can be converted into the new program by one time program conversion processing.
