PROBLEM TO BE SOLVED: To increase pull-out resistance of an anchor bolt by continuously forming a locking stepped part in the back part of an anchor hole. SOLUTION: A diameter-enlarged hole 3, which has a larger diameter than the anchor hole 2, is drilled in the back part of the anchor hole 2, so that the locking stepped part 4 can be formed in the continuous part of the hole 3 and the anchor hole 2. The anchor bolt 11 and an expansion element 12 are inserted into the anchor hole 2 and the hole 3, and a blade part 12e of the expansion element 12 is expanded by an extended cone 13; the expansion element 12 is screwed to the tip of the anchor bolt 11, so that the anchor bolt 11 can be pulled out; and the expanded blade part 12e is engaged with the stepped part 4, so that the anchor bolt 11 can be prevented from coming off.
