<p><P>PROBLEM TO BE SOLVED: To provide a network controller which can transmit/receive information through the same communication channel by an apparatus and a personal computer, etc. using a subscriber while assuring communication quality needing an apparatus for transmitting/receiving important information having high importance factor, such as a home security device, etc. <P>SOLUTION: An NCU 150 for the IP network includes a layer 2-switch function unit 102 for repeating normal information for transmitting/receiving by a personal computer, etc., and importance information transmitted or received by a home security device, etc., a router function unit 103 for setting a communication session of independent PPPoE layer and transmitting/receiving only importance information by using the communication session, and a main controller 104 for controlling and supervising the operation of the router function unit 103.
