PROBLEM TO BE SOLVED: To provide a radio base station capable of making the quality of service of a mobile station close to the quality of service requested from a user. SOLUTION: When a mobile station having data to be transmitted is notified from a data flow control part 10 in a fixed cycle, in a scheduler 13, a required quality of service calculation part 131 calculates the quality of service required for transmitting remaining data to the mobile station, and a requested quality of service calculation part 132 sets the requested quality of service as a quality of service threshold of the quality of service. A quality comparison part 133 compares the required quality of service to the requested quality of service and if the required quality of service is higher than the requested quality of service, the mobile station is distributed to a PF scheduler 134 but if the required quality of service is lower, the mobile station is distributed to a Max.C/I scheduler 135.
