<p><P>PROBLEM TO BE SOLVED: To appropriately operate an anti-theft function in response to a situation. <P>SOLUTION: When a communication section 9 is in a communicatable state, a communication ECU 2 decreases (moderates) the determination reference level for determining whether a vehicle 12 is in a theft state or in a non-theft state to prevent the accident that the anti-theft function determines the theft state and works when an easy failure or a user's operation error occurs.
