PROBLEM TO BE SOLVED: To reduce a treatment time from the introduction of water to be treated into an electrolytic cell in a water treatment apparatus. SOLUTION: The water to be treated, in a water storage tank 7 is subjected to electrolysis treatment in a first electrolytic cell 2. The electrolysis treatment is performed in the first electrolytic cell 2 and a second electrolytic cell 5 respectively. In the electrolysis in the second electrolytic cell 5, hypochlorous acid is generated from chloride ions on the anode side. The electrolyzed solution in the second electrolytic cell 5 is mixed with the water to be treated, discharged through piping 9 from the water storage tank 7 and introduced into the first electrolytic cell 2, in piping 8 from a P point of the piping 8, namely before the introduction of the solution into the first electrolytic cell 2. Thereby, the water to be treated, which will be electrolyzed in the first electrolytic cell 2, is sterilized beforehand by the hypochlorous acid generated by the electrolysis in the second electrolytic cell 5.
