PROBLEM TO BE SOLVED: To provide a leaving vehicle blocking device of a parking vehicle capable of surely and early detecting an illegal leaving based on rotational action of a chain lock plate. SOLUTION: The leaving vehicle blocking device of the parking vehicle is so constituted that a position sensor 20 capable of detecting variations in a position in a standing state of the chain lock plate 1 of the leaving vehicle blocking device 3 is provided and that a decision signal of the illegal leaving can be created when a predetermined standing position S1 from a standing chain lock position abutted on the bottom of a vehicle 6 or a position moving in excess of the position S1 is detected by the position sensor 20 in the case parking charges are not settled.
