PROBLEM TO BE SOLVED: To provide a contents distributing/receiving technology and an accounting technology capable of performing an accounting processing corresponding to a time when a user views and an object of contents viewed by the user.

SOLUTION: A contents receiver 2 receives content information transmitted from a content distributing device 1, and registers the method of viewing contents desired by a user. A decoding means 22 decodes the received contents, a monitoring means 23 monitors the object and the decoding time of the decoded contents, a charging means 24 refers to a charge database 251 of a storage means 25 to record the accumulated sum in an accumulated sum database 252, a transmitting/receiving means 21 transmits the recorded charge information through a network 100 to the content distributing device 1, and the content distributing device 1 stores the account fee of the user transmitted from the content receiver 2.
