PROBLEM TO BE SOLVED: To provide an automatic tool changer positively and safely performing tool changing work and storing more tools while being miniaturized, and also to provide a tool changing method. SOLUTION: In a tool magazine 2a, a drum 6a formed in thin disk shape is provided rotatably around a Q-axis, and a plurality of grippers 4 for gripping the tools T are installed along the outer periphery of the drum 6a. The grippers 4 are installed almost at equal spaces on the same circumference on the drum 6a so that the tools T can be gripped in a radial attitude around a rotation axis of the drum 6a. However, one of the positions in which the grippers 4 are to be installed, is formed as a vacant position C in which the gripper 4 is not installed. In the case of making a tool change with the tool magazine 2a when changing the tools, the vacant position C is rotationally divided into a predetermined tool changing position A in a tool magazine 2b.
