PROBLEM TO BE SOLVED: To provide an element layout system which can lay out a layout element having a plurality of directivities photographed by a camera, a video system, etc. to express a natural flow along a route, and to provide an apparatus and a method for laying out the element and an element layout program. SOLUTION: The element layout system includes an element layout means for laying out the plurality of the layout elements. The element layout means has an element direction obtaining means for obtaining the direction of the layout element, and an element direction matching means for locating or relocating the layout element along the route, so that the direction of the layout element obtained by the element direction obtaining means coincides or substantially coincides with the direction of the route based on path information showing the route for locating the layout element.
