PROBLEM TO BE SOLVED: To provide an effective, easily mountable and economical packing machine. SOLUTION: A packing wheel 2 forming a part of the tabacco packing machine 1 is equipped with at least one transfer head 4, which has a pocket 5 and is supported along a feed passage P by the wheel 2. The transfer head passes through a first section S1 where an article 6 is directed inside the pocket 5 and passes through a second section S2 where a packing material leaf 8 is disposed above the pocket 5 and is kept at a predetermined position by a pivotally holding device 20 and finally, the article 6 is discharged from the pocket 5 and is made to be a pair with the leaf 8, they pass through a sending section S3 from where the product is transferred together with the leaf 8 to another packing wheel 14, and the device 20 is actuated by the direct interaction of a proper transmission element 33 and a movement element 34 positioned outside the circumferential range of the wheel 2.
