The control portion 19 compares the accumulated value with a target encoding amount, and when the accumulated value does not reach the target encoding amount, a control signal D19 is transmitted to the EBCOT portion 17 for encoding a subsequent bit plane. The encoding amount adding portion 18 supplies an arithmetic code D20 after completing an encoding amount control to a header generating portion 20 and a packet generating portion 21 when the accumulated value reaches the target encoding amount.
