<P>PROBLEM TO BE SOLVED: To provide a device and a method for vaporizing kerosene fuel for a fuel cell, capable of reliably vaporizing kerosene at a desired temperature throughout all load ranges without using an ejector, and capable of contributing to enhancement of reliability and enhancement of power generating efficiency for a system as a whole. <P>SOLUTION: After kerosene is partially vaporized by heat exchange caused by a partial vaporizer 3 between exhaust gas exhausted from a reforming apparatus 1 and controlled to a required temperature lower than the vaporization temperature of kerosene and kerosene, overheated steam is mixed with the partially vaporized kerosene in a mixing header 4.
