PROBLEM TO BE SOLVED: To provide a route calculation device, a method and a program, and a navigation system, a method and a program, capable of performing more precise route calculation by reflecting the type of a landmark near the route in road map data to the cost of a road. SOLUTION: A cost calculation means 9 calculates the cost from an attribute on each road link which is to be a component of the route to a specified destination based on the road map data. A route calculation means 10 calculates the route to the specified destination based on the calculated cost. The cost calculation means 9 increases or decreases the cost of the road according to the classification of the landmark positioned in a prescribed range from the road link. To put it concretely, a landmark cost determined by integrating the product of a corresponding coefficient and the number of the landmarks or the size of an area recorded correlatively beforehand is introduced into the cost of the road link, relative to each classification of the landmark having an area extent wherein the whole or a part of the area size exists within a prescribed distance from the road link.
