<P>PROBLEM TO BE SOLVED: To sufficiently exercise merits by introducing a cogeneration facility even in a state that a consumption device comprising a network connecting function and a consumption device not having the net work connecting function exist in a mixed state. <P>SOLUTION: An operating condition determining means 13 compares an operation starting time t1 of the first consumption devices 3, 4, 6 having the network connection, received by a schedule information accepting means 12, with a consumption starting time t2 estimated by a consumption estimating system 20 on the basis of the total consumption by the first consumption devices 1 and the second consumption device 9, and determines the operation starting time of a fuel cell 1 to allow the fuel cell 1 to stably generate the electric power at the operation starting time t1 in a case when the operation starting time t1 is earlier than the consumption starting time t2, and at the consumption starting time t2 in a case when the operation starting time t1 is later than the consumption starting time t2, whereby the fuel cell 1 stably supplies the power when the consumption devices start the consumption of electric power. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
