PROBLEM TO BE SOLVED: To provide an intermediate transfer medium capable of realizing excellent life characteristic and excellent image quality in the case of performing transfer while applying shearing stress to a developer image, and a wet electrophotographic device on which the intermediate transfer medium is mounted. SOLUTION: The intermediate transfer medium 501 mediates the developer image from an image holding body 10 to a recording medium 70 in the wet electrophotographic device 1 and applies the shearing stress to the developer image together with the image holding body 10. It is equipped with a support 5011, an elastic body layer 5012 provided on the support 5011 and a surface layer 5013 provided on the elastic body layer 5012, constituting the outermost layer of the intermediate transfer medium 501 and also containing silicone resin.
