PROBLEM TO BE SOLVED: To provide a structure which comprises a small apparatus, can be relocated, and has a low cost, in a water purifying treatment system adding chemicals such as a flocculant to treating water, and purifying by separating other materials from water. SOLUTION: This treatment system 10 includes an agitation device 12 adding the chemicals to the treating water and mixing, and a separation tank 13 separating water from the treating water. The agitation device 12 comprises a powder supply unit 25, a liquid supply unit 34, and a reactor 18, and agitates the treating water by generating rotary flow in the reactor 18 due to a discharge pressure obtained by pumping the treating water into the reactor 18 by using a pump 14.
