<P>PROBLEM TO BE SOLVED: To purchase necessary pay data only even if a contractor who has concluded a contract for receiving pay broadcast does not replace a portable accumulation device. <P>SOLUTION: The receiving terminal 10 has a portable accumulation device operating means 104 for reading and writing information to identify software with respect to an external portable accumulation device 102; a software storage means 105 for storing the software; a software management means 106 for managing information to identify a name of the stored software; and a stored software collating means 107 for collating information for identifying the software the software management means 106 manages and information for identifying the software stored in the portable accumulation device 102.
