PROBLEM TO BE SOLVED: To provide a photothermographic material with low fog, high sensitivity and further with excellent picture preservability after processing, and also to provide an image-forming method. SOLUTION: In the photothermographic material and the image-forming method, the photothermographic material has an image-forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent for silver ions and a binder on at least one surface of the support, wherein the photosensitive silver halide is tabular grains with an average silver iodide content of 40 mol% or more, with average thickness of the grain within the range of 0.001 to 0.5μm and with an average aspect ratio of 2 or more.
