PROBLEM TO BE SOLVED: To solve various problems such as insufficient effectiveness of harmful organism-controlling agents, though many harmful organism-controlling agents have been used over a long year. SOLUTION: A new haloalkene-based compound is represented by formula (I) [wherein X1and X2are each a halogen; Y is a hydrogen atom, a halogen, an alkyl or the like; n is 0-5; A is an oxygen atom or a sulfur atom; G is a hydrogen atom, an alkyl, an acyl or the like; Q is a 5-12 membered heterocyclic group (which may be substituted) containing an arbitrary hetero atom selected from an oxygen atom, a sulfur atom and a nitrogen atom, an alkyl which may be substituted with W, an alkenyl which may be substituted with W, an alkynyl which may be substituted with W or a cycloalkyl which may be substituted with W; W is a halogen, an alkoxy, an alkylthio, a hydroxy, a cyano, nitro or a phenyl which may be substituted] and is useful as an active ingredient for harmful organism-controlling agent.
