PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device capable of preventing a discharge lamp from going out by half-wave discharge, and reducing a cost for a user to pay since frequency of replacing the discharge lamp is lessened, and an on-vehicle luminaire using it. SOLUTION: An inverter stably lighting circuit 22 supplies power as much as almost 80 % or more of a rated power to the discharge lamp 1, at the point of time when a prescribed time T1 (50-100μsec) has elapsed from the zero cross point of time when a lamp current ILA is reversed, even in the polarity by which an idle section is produced in a lamp current ILA when the polarity of the lamp current ILA of the discharge lamp 1 is reversed.
